The Ministers of State for Administrative Reform Mohammad Fneish and of Displaced Akram Shohaib launched in a press conference the Ministry of the Displaced website www.ministryofdisplaced.gov.lb developed in collaboration with the Office of the Minister of State for Administrative Reform.
Minister Fneish said " the role of the Ministry of Displaced is activated through activating its role in serving the citizens and keeping them informed about the course of their transactions in the Ministry of the Displaced, especially those affected by July aggression.” H.E. added: “This is a step amongst further steps taken by the Ministry of Administrative Reform to reach effective and transparent administration free of citizen’s exploitation and corruption mainly resulting from weak communication means between the citizen and the administration. Enacting laws against corruption is not enough. Modern methods must be used to inform the citizens of the course of his transaction and stages of its completion. "
Minister Fneish also said that “the citizen is the real wealth of Lebanon. Characterized by the diversity of its universities, on top of which comes the National University, we are sorry that Lebanon is classified at a back position with less developed countries, and we look forward to benefiting from available opportunities to get to the e-government. This is an effort we have been practicing with all administrations, but until now information technology has not been adequately used in completing transactions. This is a daunting task but with the launching of this Government, we set a road map for reaching e-government, whether through informing citizens of application forms through the Central Office of Information INFORMS, or through working on legislations such as anti-corruption law which needs political will. I hope that we all be aware of reform that would restore confidence in the State. First and foremost, there must be a political will and cooperation in this nation, problems of which require the attention and action of all.”
He added that the introduction of Information Technology in the Ministry of Displaced does not mean that this file must be kept open. It is not permissible to keep this country’s bleeding wound opened. We hope this file be closed thus helping to strengthen and consolidate national unity.
Minister Akram Shohaib has emphasized that the work team of the Ministry of Displaced had completed to date 95 % of the compensation file for properties destroyed by the Israeli aggression in July 2006 and strives to complete all files for restoration, reconstruction and surveying the civil war effects in the displaced returning towns and villages in all areas.
Minister Shohaib thanked Minister Fneish and OMSAR team, for their cooperation and partnership in the project, "which we all want it to be at our people service in reducing the burden of following-up their files in the Ministry of Displaced and speeding up its achievement". Minister Shohaib “hoped that the website leads to its desired end and contributes to the hoped soon completion for all files."
For his part, the Director General of the Ministry of Displaced, Ahmed Mahmoud explained that the purpose of the project is to enable rights holders to communicate with the Ministry through the Internet in order to inquire about their applications. It also allows local and international, private and official communication with the Ministry, getting to know better about its experience, action plans and achievements. He also listed available information on the site and the way they can be obtained.
