 A delegation from the Arab Fund for Economic and Social Development visits the Office of the Minister of State for Administrative Reform

A delegation from the Arab Fund for Economic and Social Development, represented by Dr. Badr Mal Al-Allah and Dr. Abdullah Cedia, visited the Office of the Minister of State for Administrative Reform during the period from 17th to 20th of May 2010. The visit aimed to review and discuss the operational plan for the Administrative Development project, funded by the Arab Fund.
The delegation met the Minister of State for Administrative Reform, Mohammed Fneish, his advisors and Bureau leaders. The meeting exchanged points of view and agreed on the operational plan for the development and modernization of public administration to have specific objectives, according to certain directions that include sub-projects to achieve maximum effect.
The Arab Fund delegation held several meetings with OMSAR team, during which a detailed review of the projects and programs financed by the Arab loan were made. Agreement was reached on the identification of four main programs representing the main routes agreed upon in the light of their impact on the development of public administration:
     1. Support Program of the e-government and related sub-projects
     2. Development Program for Strategic Planning capacities
     3. Development Program for Human Resources
     4. The simplification of procedures Program
     5. An agreement was made on considering the automation project of the civil registry as a program since it is a major project requiring a special financing plan and a processing method in line with its size and scope.
     6. The possibility of adding another program to include projects that, due to their nature, do not fit into one of the programs listed above; these projects are particularly those related to the development of institutional performance and development of control methods in addition to the public procurement system update.
     7. Agreeing on a mechanism for general and specialized training.
Moreover, the delegation made field visits to the Ministry of Interior and Municipalities - Directorate General of the Civil Registry, the Council for Development and Reconstruction, and the Cooperative of Government Employees. The delegation also held a meeting with a representative of the Ministry of Justice to review the automation of the Commercial Register and do necessary follow up.
