ورشة عمل لتطوير التوريد في القطاع العام
نظمت وزارة الدولة لشؤون التنمية الإدارية بالتعاون مع الإتحاد
الأوروبي وعبر منظمة
SIGMA (OECD) ورشة
العمل الثانية حول تطوير التوريد في القطاع العام وذلك يومي
الخميس والجمعة في 4 و5 تشرين الثاني 2010.
وقد حضر ورشة عمل اليوم الأول والتي كانت بعنوان "الجانب
القانوني والمؤسساتي في مفهوم الإصلاح للتوريد في القطاع
العام" مستشاري معالي الوزير محمد فنيش الأستاذ علي برّو
والدكتور علي عطايا وفريق التوريد في الوزارة ورئيسه المهندس
يوسف سعد كما فريق عمل الوزارة وممثلين عن كافة الإدارات
والمؤسسات المعنية ومن ضمنهم رئاسة مجلس الوزراء، ديوان
المحاسبة، وزارة الأشغال العامة والنقل، وزارة المال (المعهد
المالي)، إدارة المناقصات، ومجلس الإنماء والإعمار.
وقد استهل ورشة العمل مدير وحدة التعاون الفني ومنسق قرض
الصندوق العربي في الوزارة الأستاذ ناصر عسراوي بكلمة ترحيب
بالحضور وبمشاركة خبراء منظمة
SIGMA وقابلها كلمة من المسؤول الرئيسي لمنظمة

ثم انطلقت ورشة العمل بعرض لمشاريع قوانين الصفقات العامة
وهيئة إدارة الصفقات العامة حيث سلط الضوء على التحديث المهم
الذي انطوت عليه هذه القوانين فيما تم التركيز على عرض المبادئ
العامة والأساسية وفقاً لأفضل المعايير الدولية. وانتقلت
المناقشة إلى الأطر المؤسساتية وضرورة إنشاء الهيئات الإدارية
لسياسات التوريد في القطاع العام والتي تكون مستقلة وفاعلة في
وضع الاستراتجيات العامة ومسودات النصوص القانونية والتنفيذية
مع شرح للهيكلية التنظيمية والإدارية وعرض لمختلف التطبيقات
الدولية في هذا المجال. ثم جرى عرض لهيئات المراجعة والرقابة
للتوريد في القطاع العام ولضرورة تفعيل دورها مع شرح للهيكلية
التنظيمية والإدارية و لمختلف التطبيقات الدولية في هذا
المجال. واختتمت الورشة بمداخلات مختلفة من الحضور.
وبحضور مستشاري معالي الوزير محمد فنيش الأستاذ علي برّو
والدكتور علي عطايا وفريق عمل الوزارة المعني وخبراء منظمة
SIGMA ، انتقلت الورشة العمل في اليوم التالي إلى تقييم أعمال اليوم
الأول وتفصيل بعض المحاضرات والنقاشات والمداخلات التي حصلت.
كما تم وضع تصور عام للمراحل المقبلة من التعاون مع منظمة
SIGMA (OECD)، حيث تأتي
ورشة العمل الثانية في إطار المراحل الأولى للمساعدة التقنية
المقدمة من الإتحاد الأوروبي عبر منظمة) SIGMA (OECD إلى وزارة الدولة لشؤون التنمية الإدارية والتي سوف يليها مبادرات
لاحقة وذلك من ضمن سعي الوزارة الحثيث إلى إصلاح وتطوير
التوريد في القطاع العام والذي يسهم في تطوير الإدارة بشكل عام
و في تحقيق الحكومة الإلكترونية.
Workshop for the Development of the Public Procurement
With the
cooperation of the European Union(EU) through SIGMA (Support
for Improvement in Governance and Management )–OECD
organization, the Ministry of State for Administrative
Reform conducted a second workshop on the development of the
Public Procurement Sector.
Under
the title “Public Procurement- LEGAL AND INSTITUTIONAL
ASPECTS IN THE REFORM CONTEXT” and with the attendance of
the advisors of His Excellency Mr. Mohamad Fniesh (Mr. Ali
Berro and Dr. Ali Ataya) the Procurement Team and Team
Leader Eng. Youssef Saad and the participation of the OMSAR
team and relevant representatives from various Public
Administrations and Institutions including the Prime
Minister Office, the Presidency of the Council of Ministers,
Court of Audit, Ministry of Public Works and Transport,
Ministry of Finance (IOF), Administration of Tenders, and
Council of Development and Reconstruction, Mr. Nasser
Issraoui (TCU Director-OMSAR) started the 1st day with a
welcome note addressed to the participants and experts of
SIGMA. The Principal Administrator of SIGMA (Mr. Piotr-Nils
Gorecki ) also followed up with an introductory word.
The
workshop then started with a presentation on the
observations resulting from the Drafts of the Public
Procurement Law (PPL) and Public Procurement Management
Authority(PPMA)where a recognition to the important
improvements was highlighted and a focus was shed on the
general standards and principles in accordance with the best
international practices. The discussion then shifted to
another presentation about “Setting up independent public
procurement policy institutions and their roles” where such
institutions should be well independent and effective in
setting up the general strategies and the draft laws and
executive decrees, with a presentation to the adopted
organizational structure and management and the various
international applications in this regard. Lastly, a
presentation about “Setting up a functioning review system”
and the need to enhance the role of such review and audit
bodies with a presentation to the main institutional and
legal provisions and the various international applications
in this regard. The 1st day of the Workshop concluded with
interventions and discussions from all participants.
Also and
with the attendance of the advisors of His Excellency Mr.
Mohamad Fniesh (Mr. Ali Berro and Dr. Ali Ataya) and the
participation of the relevant OMSAR team, the Workshop moved
on the second day towards analyzing and evaluating the 1st
day of the Workshop while discussing and presenting further
relevant details. A general outline to the future phases of
the coordination with SIGMA was set.
Minding
that this 2nd Workshop falls within the early phases of the
Technical Assistance provided by the EU through SIGMA to the
Ministry of State for Administrative Reform and that will be
followed by further initiatives under the persistent efforts
of the Ministry towards the reform and development of the
public procurement and assisting in the further development
of the public administration and achieving the e-government.
