The Strategy for administrative reform is the guiding light for all the detailed work plans that OMSAR is preparing on regular basis in partial fulfillment of the donors requirements. Based on this strategy document, OMSAR has developed, in cooperation with UNDP, an action plan that constituted the objectives of the administrative reform program till 2005.

This action plan has been updated in 2003 and will always be subject to regular updates to cater for the changing circumstances.
