Under the main theme of Human Rights, the Program for supporting Civil Society (AFKAR) at OMSAR insured, in its three phases, funding, follow-up and technical assistance for 64 CSOs projects in the following sectors of intervention: Rule of law/Citizenship/Good Governance & Dialogue / Socio Economic Development and Reform.
The granted projects were selected following competitive procedures through four calls for proposals launched by OMSAR. Selection Committees, composed of OMSAR experts, evaluated all the proposals according to predefined criteria. Through AFKAR III, OMSAR experienced as well, the sub-granting process that allowed grass roots CSOs to participate in the Program and implement 53 additional small projects. OMSAR monitored this new process and ensured its effectiveness and transparency.
Based on the projects specific objectives, the action plans targeted different groups from all Lebanon, according to a standard related to their professions. The main targeted groups are: Marginalized Groups, Women, Children and Youth, and communities.
The projects supported by the AFKAR Program succeeded in reaching their expected results.

• Building a modern journalist approach in covering legislative elections through developing journalists capacities.
• Organizing a national campaign to apply the law 220/2000 concerning people with handicap.
• Advocating to change the age of criminal responsibility from 7 years to 12 years, and taking alternative measures to imprisonment on the basis of the study the law 422, to be matched with the Conventions of the Rights of the Child.
• Creating an Improved support for child victims of sexual abuse during the investigation process.
• Supporting rights of children with special needs and children with autism through and raising awareness about early diagnosis for these children. |
• Assisting women victims of violence and their children , breaking the silence that surrounds them and offering them medical and legal services.
• Correcting the image of women in school books as per gender rules.
• Raising awareness about dangers of drogue addiction through campaigns in schools.
• Sensitize youth in schools on road security rules.
• Promoting values and behaviors of non-discrimination and non-violence through training animators on methods of animation of social organization and management.
• Promoting the values of diversity, tolerance and acceptance of the other in the Lebanese social context through artistic production.
• Promoting the emergence in schools of human rights and democracy clubs, through training facilitators from university students for this purpose.
• Supporting schools to incorporate voluntary and community services into their programs to educate youth about citizenship and civic engagement.
• Publishing a book of photographs and bilingual texts accompanied by an exhibition of photographs and a short documentary to cover the return of the displaced families, to their villages and towns of origin.
• Constructing dialogue between Palestinian and Lebanese students.
• Highlighting rare sickness like lepers and proposing means to cure them.

• The law against domestic violence developed during the Program was officially validated and decreed. The targeted objective during the advocacy for this law was to upgrade the role of women in society through focusing on the gender terms that promote equality between men and women.
• The proposal of a law for mental health developed during the Program was approved in the Council of Ministers and is discussed in the parliament. The targeted objective was to guarantee the rights of individuals with mental disorders to seek and receive appropriate treatment and care.
• A proposal of law for media and a code of ethics in media were developed to increase the transparency of media coverage. Raising the awareness of Lebanese citizens about the necessity of dialogue between religions was through actively engaging young journalists. |
• The implementation of law 220/2000 with respect to economic rights, inclusive employment and integration of people with disabilities in society necessitated awareness raising.
• The abolition of the death penalty law was promoted through developing theatre as a rehabilitation-focused activity in the Lebanese Roumieh prison.
• Providing free of charge legal services and psycho-social to prisoners and their family in the aim of upgrading their psycho-social wellbeing.
• Improving the respect of the law concerning the rights of drug addicts working on drug prevention using innovative tools and methods.
• Building the capacity of NGOs working with youth in relation to participation, conflict resolution and democracy.
• Reducing the intolerance barriers that face groups of children with special needs in their daily lives and improving their opportunities to claim and fulfill their rights; Introducing the children to their basic rights with an emphasis on Article 13 of the Convention on the Rights of the Child.
• Raising the awareness of Lebanese citizens about the respect and protection of the environment and promoting of eco-citizenship with students.

• A 2Km pipeline to transport water from a spring to an agricultural region in Ainata over a distance of 2000m was constructed which enabled access to irrigation water to more than 35 farmer.
• Five strategic plans for five targeted areas: Al Nabatieh, Hermel, Jabl Amel, Baalbek city, Baalbeck Caza were produced and disseminated after the stakeholders adopted of the validated data of the targeted cities.
• 90 workshops of training packages for the municipalities' members and employees in Al Nabatieh, Hermel, Jabl Amel, Baalbek city, Baalbeck Cazha were organized.
• 60 000 m2 of agricultural areas in Akkar casa were rehabilitated then cultivated with oregano by 60 women after training and coaching them for this purpose.
• An olive oil collection center was rehabilitated and equipped in Tyr casa to store 100 000 litters of olive oil for marketing.
• 60 training sessions dedicated for farmers, olive millers and Regional Cooperative Unit in south Lebanon and Ministry of Agriculture staff.

• A water pond was constructed in Deir El Ahmar in Bekaa valley in order to solve the problem of aridity in the region and enhance the irrigation.
• A national platform to enhance the inclusive tourism was initiated.
• More than 200 grass root local NGOs were trained and supported to create socio economic projects in the rural regions.
• 27 villages in the North were subject to a project of rehabilitation for the mountain trail and awareness to support tourism in this sphere.
• Creating job opportunities through vocational trainings for youth, women and marginalized groups ( drug addicted and handicapped).
• Involving the local authorities with CSOs in the field of agriculture and agro-food.
