Speech of Minister Dr. Fadi Makki at the Launch of the ‘Reinventing Government 2030’ Project
Today, from the Presidential Palace, and following our meeting with the President of the Republic, General Joseph Aoun, we proudly announce the official launch of the “Reinventing Government 2030” project, a national programme aimed at reforming and modernizing the public sector. This transformative initiative falls within the strategic framework of the Office of the Ministry of State for Administrative Reform and reflects the government’s commitment to implementing the Ministerial Statement on administrative modernization. It is launched with the full support of the Prime Minister and the Ministerial Committee for Public Sector Reform, chaired by the Deputy Prime Minister. The inauguration of this project from the highest authority in the state underscores the sponsorship of the President and reaffirms the national significance as a cornerstone project serving the interests of the state, its institutions, and its citizens.
Sixty-five years have passed since the first and only comprehensive reform of Lebanon’s public sector, when President Fouad Chehab laid the foundations for a modern administrative state. Since then, reform efforts have been limited to fragmented, ad-hoc measures, insufficient to meet the country’s evolving needs. Today, with over 70 percent of public service posts vacant, the state is in dire need for a transformative reform to address mounting challenges and restore its role and standing.
Over the decades, these challenges have only deepened: outdated institutional structures, persistent governance gaps, and recurring shortcomings in fulfilling the state’s core functions. We face an erosion of human capital and significant delays in digital transformation, further widening the gap between citizens’ expectations and administrative performance.
Today, we stand before a historic opportunity to launch a comprehensive reform agenda, one that rebuilds state institutions on solid foundations, embraces innovation and digital transformation, and lays the groundwork for a modern, transparent, and citizen-centered administration capable of regaining public trust and fulfilling the aspirations of the Lebanese people.
We are laying the foundations for a new social contract between the government and the citizen, a charter that places the citizen at the center of public service and seeks to restore the credibility of state institutions as transparent, accountable, and effective bodies. This vision is embodied in the “Reinventing Government 2030” initiative, a transformative project representing a renaissance in the public administration.
Through this initiative, we aim to deliver better, faster, and higher-quality services, grounded in digitization, simplification, transparency, and innovation. Above all, it seeks to rebuild trust between the state and its citizens, ensuring that public institutions serve as reliable pillars of good governance and sustainable development.
This reform process will be implemented through three structured phases.
The first phase, concluding in early October, is dedicated to listening to the aspirations of all stakeholders, including decision-makers, citizens, business owners, public employees, unions, municipalities, international partners, political parties, religious leaders, universities, the media, youth, and the diaspora. This phase will be conducted through surveys, workshops, digital forums, town halls, and in-depth interviews, ensuring that every voice is heard.
At the end of this phase, we will produce a clear and unified vision, grounded in a set of principles and commitments that will guide the next stage of reform. We begin this phase with the President, by listening to his vision and guidance on building a more efficient, transparent, and accountable administration, one that restores trust in state institutions and paves the way for a merit-based public sector capable of achieving genuine and lasting reform.
The second phase, to be completed by the end of this year, focuses on designing the blueprint and transformation plan for restructuring the public sector. This plan will tackle redundancies and functional overlaps, define clear roles and responsibilities across ministries, oversight bodies, and public institutions, and pave the way for strategic partnerships between the public and private sectors, particularly in the fields of infrastructure, energy, and technology.
The third phase, extending through 2030, ushers the full-scale implementation of the reform agenda. Its goal is to deliver a modern, digital, and agile public sector, supported by highly skilled, innovative, and empowered human capital. Through reskilling programs, targeted support, and performance-based incentives, we aim to equip our workforce with the tools and capabilities needed to respond swiftly and effectively to citizens’ needs and to serve as the first line of defense against corruption, ensuring integrity and efficiency at every level of governance.
The Office of the Ministry of State for Administrative Reform will be supported in this national endeavor by the Civil Service Board, Central Inspection, and a network of strategic partners, including The Policy Initiative, the American University of Beirut (AUB), Saint Joseph University (USJ), and Transparency International – Lebanon. This effort is further strengthened by the backing of a broad coalition of international partners, including the United Nations, the Kingdom of Norway, the European Union and its member states, and the Arab Fund for Economic and Social Development.
Today, under the leadership of President Joseph Aoun and Prime Minister Nawaf Salam, we are writing a new chapter in Lebanon’s history and laying the foundations for a modern, forward-looking state worthy of future generations.
